New legislation to expand Pharmacy Technician roles

The UK government has unveiled draft legislation that announces significant reforms to pharmacy supervision regulations, designed to improve patient access to healthcare services while maximising the expertise of all pharmacy professionals. These changes represent a crucial component of the government's ambitious 10-Year Health Plan (10YHP), which aims to bring healthcare closer to communities.

Under the new proposals, published by the Department of Health and Social Care, registered Pharmacy Technicians will adopt expanded responsibilities. These include enabling Pharmacy Technicians to supervise the preparation, assembly and dispensing of medicines in hospital aseptic facilities and allowing pharmacists to authorise Pharmacy Technicians to carry out the preparation, assembly, dispensing, sale and supply of medicines. This strategic reallocation of duties will enable pharmacists to focus on patient consultation rather than routine dispensing tasks.

The reforms have received endorsement from key professional bodies, including the Royal Pharmaceutical Society, the Association of Pharmacy Technicians UK, and the General Pharmaceutical Council, as an opportunity to modernise pharmacy practice and better utilise the diverse skills within pharmacy teams.

Minister Stephen Kinnock emphasised the government's commitment to the rapid implementation of these reforms, stating that these changes represent immediate, tangible improvements that will help deliver better care closer to patients' homes while modernising NHS services.

The legislation follows comprehensive consultation with pharmacy professionals and stakeholders, and its implementation is scheduled for the end of 2025. The measures will fundamentally transform who can supervise medicine dispensing, empowering the entire pharmacy workforce to deliver enhanced care while unlocking clinical expertise.

This step forward on supervision aligns with the government's 10YHP, which prioritises shifting healthcare delivery from hospitals to community settings. The latest reforms will facilitate reduced pressure on NHS services, while also improving patient experience and access to essential healthcare services within local communities. It also marks a significant opportunity to celebrate the role of Pharmacy Technicians and make effective use of the skills of this valuable cohort.
